Nepali Legal Translation in Dubai

Nepali documents reach a Dubai counter carrying three things that most other South Asian files do not: a script — Devanagari — that a translator must read directly; a calendar — Bikram Sambat — whose dates have to be converted, not copied; and an issuing structure built around the ward office and the District Administration Office rather than a state registrar. The language and the community

A Devanagari language with its own state behind it

Nepali is written in the same script as Hindi and belongs to the same Indo-Aryan family, and that resemblance is exactly where a Nepali document is most often mishandled: it is treated as a Hindi document with unusual spelling, when it is a different language from a different country with different institutions.

Nepali — नेपाली, historically also called Khas Kura or Gorkhali — is the official language of Nepal and is written in Devanagari, the same script used for Hindi, Marathi and Sanskrit. It is an Indo-Aryan language, so its grammar and much of its formal vocabulary have Sanskrit roots, but its everyday and administrative registers, its verb system, its honorific levels and the terms its offices actually print on certificates diverge from Hindi at every turn. For legal translation this has one practical consequence: the ability to read Devanagari is necessary but not sufficient. A translator has to know what a वडा कार्यालय is, what नाता प्रमाणित certifies, why a citizenship certificate records a व.सं. date, and how a Nepali surname sits inside a name — none of which follows from knowing Hindi.

The community behind these documents is one of the largest in the Gulf labour market. Nepali citizens work across the UAE in construction, security, hospitality, retail, logistics and domestic work, and a growing number arrive as skilled professionals or join family members already resident. Nepal's own institutions are built around that reality: the Department of Foreign Employment issues labour approvals for work abroad, the Embassy of Nepal in Abu Dhabi verifies recruitment demand letters and individual visa documents, and the Department of Consular Services in Kathmandu attests the certificates workers and families carry out of the country. Nepali is also one of the additional languages the UAE labour ministry has allowed on standard employment contracts, precisely because so many workers sign in it. Exact population figures are not published in an official nationality census and are not stated here; the direction is not in doubt.

Why any of this needs translating is settled by UAE law rather than preference. Arabic is the official language of the state; the onshore courts, the notary public, the residency authorities and the labour ministry work in Arabic, and a document in another language enters those files only through a certified Arabic translation. The translation profession is regulated at federal level, and a translation carries legal weight only when it bears the stamp and signature of a translator entered on the register the Ministry of Justice maintains — listed for the language pair concerned. For a Nepali certificate that means the person signing the Arabic must be listed for this work, not merely someone who reads Devanagari.

This page keeps three things apart that are routinely blurred: general information about Nepali documents, the requirements the authorities publish, and the way we handle files at MANJAZ. Where a rule could not be verified at its official source — and Nepal-side procedures do change — we say so, and the authority receiving your documents always has the last word.

The Nepali document family, in its own terms

Citizenship certificate (नागरिकताको प्रमाणपत्र, nagarikta)
The core identity document of a Nepali citizen, issued by the District Administration Office under the Ministry of Home Affairs. It records name, sex, date of birth in Bikram Sambat, permanent address by district, municipality or former VDC and ward, parents' names, sometimes spouse, the type of citizenship, the certificate number and the issuing officer. Older certificates are handwritten in Nepali only; formats have changed over the years, so two members of one family may hold visibly different documents that record the same facts.
Ward-office vital records (जन्म दर्ता, विवाह दर्ता, मृत्यु दर्ता)
Birth, marriage, death, divorce and migration are registered at the ward office of the local level — municipality or rural municipality — under Nepal's personal-events registration system, overseen by the Department of National ID and Civil Registration. The certificate is printed in Nepali, often on a fixed form with numbered fields; some newer forms carry English field labels, but the entries themselves are usually in Devanagari, and the ward, the registrar's name and the registration number all have to travel intact into the translation.
Relationship certificate (नाता प्रमाणित, nata pramanit)
A ward-office attestation that named persons stand in a stated relationship — spouse, parent and child, siblings — used where no single certificate proves the tie, or as a supporting document for sponsorship, inheritance and insurance claims. It is peculiar to Nepal's system, has no exact counterpart in UAE forms, and is best translated with its function explained rather than forced into a "family book" or "marriage certificate" label it does not deserve.
SEE / SLC and Grade 12 certificates (NEB)
The Secondary Education Examination — formerly the School Leaving Certificate — and the higher-secondary (Grade 11–12) results, issued under the National Examinations Board. Character certificates and mark sheets from the school accompany them. Grade sheets mix Nepali headings, English subject names and letter grades or percentages depending on the year, so a translation must reproduce the grading scheme in force when the certificate was issued rather than the current one.
Tribhuvan University and other university records
Transcripts, provisional certificates, character certificates and degree certificates from Tribhuvan University — the country's largest — and from Kathmandu, Pokhara, Purbanchal and other universities. Many are issued in English; some, particularly older documents and those from affiliated campuses, carry Nepali seals, endorsements and handwritten entries that still need certified rendering. Recognition of the qualification in the UAE is a separate assessment from attestation and translation.
Labour approval (श्रम स्वीकृति) and recruitment papers
The permit the Department of Foreign Employment issues to a Nepali citizen going abroad for work, alongside the demand letter, power of attorney and employment agreement the recruitment side generates — several of which pass through the Embassy of Nepal in Abu Dhabi for verification. These are working documents of the labour migration system, in Nepali or in Nepali-and-English, and they surface again in UAE disputes, insurance claims and end-of-service settlements.
Power of attorney (अधिकृत वारेसनामा)
A Nepali power of attorney executed for use in Nepal — to sell land, manage a bank account, pursue a case — or a UAE-executed instrument headed the other way. Nepali land instruments name the plot by district, ward, kitta number and area in local units, and the translation must carry those identifiers exactly, because the land revenue office reads them literally.
Department of Consular Services (MOFA Nepal)
The department of Nepal's Ministry of Foreign Affairs, in Tripureshwor, Kathmandu, that attests Nepali documents for use abroad, runs the online e-attestation and demand-attestation systems, and issues authentication of police-clearance certificates. Nepal is not a party to the Apostille Convention, so its stamp is a consular attestation, not an apostille — which is exactly what the UAE route requires.

Bikram Sambat: the calendar problem inside every Nepali certificate

Nepal's official calendar is the Bikram Sambat (विक्रम संवत्, abbreviated व.सं. or B.S.), a lunisolar-derived solar calendar that runs roughly fifty-six to fifty-seven years ahead of the Gregorian count and begins its year in mid-April. Citizenship certificates, ward-office registrations, school certificates and land documents record dates in Bikram Sambat, and only some newer forms add a Gregorian equivalent. A translation that copies "२०५५-०३-१२" as "2055-03-12" is not a translation; it is a transcription of a date that no UAE system can interpret, and one that will be read as an error or, worse, silently "corrected" by a clerk.

Conversion is not arithmetic. Bikram Sambat months vary in length from year to year — a given month may have twenty-nine days one year and thirty-two the next — so a fixed offset gives the right year most of the time and the wrong day surprisingly often. Correct conversion uses a published calendar table for the specific year, and the result should be checked against any Gregorian date already recorded for the same event elsewhere in the file. The most common collision is between a citizenship certificate and a passport: the passport prints a Gregorian date of birth that was itself converted at issue, and if that conversion was rounded, the two documents can disagree by a day. That disagreement is a fact about the source documents, not something a translator may quietly resolve.

Our practice is to render the original Bikram Sambat date as written, give the Gregorian equivalent beside it in a form the receiving authority can read, and — where the passport already carries a Gregorian date for the same event — reconcile to the passport and note any residual difference in a translator's remark rather than hide it. Nepal's fiscal year, which begins in mid-July, appears on tax and company documents and is treated the same way. Where a source date is illegible or the year is missing, we flag it; guessing a date is the fastest way to turn a genuine certificate into a suspicious one.

Official requirements

From a ward office to a Dubai counter

  1. The Nepali issuing or verifying authority

    Every document starts with the office that issued it or the body that verifies it. Civil records come from the ward office; the citizenship certificate from the District Administration Office; school and university documents generally need verification by the examining board, university and the education ministry before the foreign ministry will look at them; police clearance comes through the police. The Department of Consular Services publishes which prior verifications it expects per document type, and those expectations change — check the current list before couriering anything.

  2. Notarised English translation in Nepal (where required)

    A Nepali-only document usually has to be accompanied by an English translation certified by a licensed notary in Nepal before the Department of Consular Services will attest it. That Nepal-side translation serves the Kathmandu chain; it does not replace the certified Arabic translation the UAE authorities require at the end, which must be produced by a translator on the UAE register. Two translations, two purposes, two jurisdictions.

  3. Department of Consular Services, MOFA Nepal

    The foreign ministry's consular department in Kathmandu attests the document on the strength of the prior seals. Appointments and pre-submission run through its online systems, and the physical originals with their translations are presented at the counter. Because Nepal is outside the Apostille Convention, this is the consular attestation the UAE route needs — no apostille exists to shortcut it.

  4. UAE Embassy in Kathmandu

    The UAE mission legalises the document after the Nepali ministry has attested it. The UAE foreign ministry states that attestation of documents issued outside the country is available through selected UAE missions abroad, and each mission publishes its own document-type conditions. Whether a Nepali document can instead be routed through the Nepal mission in the UAE and then UAE MOFA is something to confirm with the missions for the specific document — it is not stated as a general rule on the official pages, so we do not state it as one either.

  5. UAE Ministry of Foreign Affairs

    The final attestation happens inside the UAE through the ministry's online service. The ministry requires the original to be in Arabic or English or accompanied by a legally certified translation, requires it to be certified by the competent authorities where applicable, and states that laminated documents cannot be attested. A Nepali-only citizenship certificate therefore needs its translation before this gate, not after it.

  6. Certified Arabic translation

    Produced against the fully stamped document by a translator on the Ministry of Justice register, so the Kathmandu, embassy and ministry seals themselves appear in the Arabic. Names are locked to the passport, Bikram Sambat dates are converted and shown beside the original, the ward and district are named rather than replaced with a UAE equivalent, and every seal, revenue stamp and endorsement is rendered. Translating into Arabic before the stamps exist is the sequencing error that undoes the most files.

  7. The receiving authority

    The residency authority, the labour ministry, a court, a school, a bank or a notary each add their own final conditions — a recently issued certificate, an equivalency for a degree, a particular layout. Attestation itself does not expire, but the certificate beneath it may need to be fresh. Ask the authority before you file.

Labour files, MOHRE and the family visa counter

For most Nepali residents the first UAE document is an employment contract, and the labour ministry has recognised the language question directly. The standard job offer and contract are issued in Arabic and English, and since 2016 the ministry has allowed a third language to be added at the worker's request from a published list that includes Nepali. That third-language version is a courtesy to the worker; it does not change the fact that the Arabic text is the one the ministry and the courts read. When a dispute, a wage claim or an end-of-service settlement arises, the documents a worker holds in Nepali — a recruitment agreement signed in Kathmandu, a labour approval, a promise of terms — may need certified Arabic translation to be placed before the ministry or a court, and the Arabic contract may need a Nepali or English rendering so the worker can take advice on it.

Skilled roles bring the educational file into play. Where a work permit or a professional licence depends on a qualification, the employer or the authority may require the NEB or university certificate attested through the chain and translated, and — separately — recognised by the UAE education authorities. Attestation proves the seals are genuine; recognition says what the qualification is worth locally; a role can require both. We prepare the certified translation and render every Nepali element on a mark sheet; the recognition decision belongs to the education authorities.

Family sponsorship turns on the ward-office record. To sponsor a spouse, the residency authorities require proof of the marriage through an attested certificate presented in Arabic or carried into Arabic by certified translation; to add a child, the birth certificate. A Nepali marriage certificate is registered at the ward office in Devanagari, often with a Bikram Sambat date and the names of the parties, their fathers and their permanent addresses; a relationship certificate sometimes travels with it. The spouse's and child's names on the translation must match their own passports exactly, because the residency file is read as a set with the passport, not against it. Where the marriage was registered years after the ceremony — common in Nepal — the registration date and the marriage date are both rendered and both labelled, so nobody mistakes one for the other.

Same script, different language: why a Hindi translator is not enough

The most frequent question we hear about Nepali documents is some version of "can your Hindi translator do it?" — and the honest answer is that a Hindi speaker can usually sound out a Nepali certificate and will usually get part of it wrong. Both languages use Devanagari and share a Sanskrit inheritance, so many formal words look familiar. But Nepali verb forms, postpositions, pronouns and honorifics differ; core administrative vocabulary — the words for ward, district office, citizenship, registrar, permanent address, kitta — is Nepali-specific; and a Nepali surname or caste name (थर) sits inside a name in ways a Hindi reader may misparse. Add older handwritten certificates, where letterforms are individual and abbreviations local, and the room for confident misreading grows.

The register point matters as much as the language point. The Ministry of Justice lists translators by language pair, and a translation is valid before UAE authorities when it is signed by a translator listed for that pair. A translation of a Nepali document that is signed by someone listed only for Hindi is not what the receiving authority is expecting to see, however good the linguistics. So the question to ask a provider is not "do you read Devanagari?" but "who signs Nepali, and are they on the register for it?"

A related trap is Maithili, Bhojpuri, Newari and the other languages of Nepal. Documents from the Terai may carry names and place-names shaped by Maithili or Bhojpuri, and older records from the Kathmandu Valley may include Newari terms, but the official certificate itself is issued in Nepali. The translator's job is to read the Nepali document correctly and to transliterate the personal and place names in it consistently — not to guess at a regional pronunciation the passport does not use.

Practical guidance

Names, seals, security features and the copy you send

A Nepali name written in Devanagari can be transliterated into Latin letters several defensible ways — Shrestha or Shreshtha, Tamang or Tamāng, Bishnu or Vishnu, Kumar with or without a doubled letter — and into Arabic in more. Only one spelling is correct for your file: the one on your current passport. Nepali names typically carry a given name, sometimes a middle element (Bahadur, Kumari, Prasad, Maya), and a surname that often signals family, caste or ethnic group; a citizenship certificate may write the surname first, a school certificate last, and a ward record may add the father's or husband's name in a way that a UAE form mistakes for a second surname. Our rule is strict: the passport is the master, every Latin rendering matches it letter for letter, and the Arabic form is built to reconcile with it. Where an old certificate genuinely differs, an explanatory note travels with the file so the authority sees a reconciliation, not a discrepancy.

Nepali certificates carry a dense layer of seals and marks that are part of the text, not decoration around it: the round office seal of the ward or District Administration Office, the registrar's or officer's signature and name, revenue tickets, the "true copy" stamps of a Nepali notary, the Department of Consular Services sticker with its own number, the UAE mission's legalisation, and finally the UAE ministry's attestation. Newer citizenship and civil documents may include a QR code, a hologram or a serial number tied to the e-attestation system, and those elements are described in the translation so that whoever checks the paper can find them. Every stamp is rendered with its wording, its issuing office and its date; a translation that says "[stamp]" and moves on has skipped the part of the document that proves the rest.

Digital versus physical matters more for Nepali files than for many others, because the Nepali chain runs on physical originals — the consular department stamps paper, and the UAE mission legalises paper — while the UAE ministry's final step is applied for online with an uploaded scan and the original produced as instructed. Send us sharp scans of every page and every reverse side for the translation, but keep the physical original safe and unlaminated: the UAE ministry states laminated documents cannot be attested, and a citizenship certificate re-issued because the old one was laminated will carry a new number that then has to be reconciled with every older record. If your only copy of a certificate is a photograph on a phone, say so; some authorities accept a translation marked as made from a copy, and some do not, and we would rather tell you before the work than after.

A Nepali file has a calendar of its own and a passport at its centre: convert every Bikram Sambat date with a table, name every ward and district as written, and lock every name to the passport before a word is translated.
